First verification

The current first slice starts a Nova listener on 127.0.0.1:8080, exposes GET /api/v1/health, initializes the SQLite WAL database at priv/data/lotus.sqlite3, and provides the AES-256-GCM/HMAC crypto helpers.

The SQLite database and local runtime data are ignored by Fossil. Before every Fossil commit, review .fossil-settings/ignore-glob, fossil changes, and fossil extras.

The project intentionally has no Node.js frontend toolchain. The management UI will use Nova server-rendered templates and small amounts of vanilla JavaScript when needed.
